Who decides an intervention of Réseau-Solidarité ? On what grounds ? With which guarantee ? What is the process of an action ?
The secretariat investigates
When the office of Réseau-Solidarité in Rennes receives a demand of intervention, it is first examined by the secretariat. Several parameters are taken into account :
1.Does it fall within the competence of Réseau ? Does-it concern a problem of economic and social rights ? Does it come from Third World countries ? Do the people most closely concerned ask for the support of the international opinion ?
2.What do we know about the group asking for our help ?
3.Does the file contain enough information to enable Réseau to know the ins and outs of the case ? As long as an answer to one of these questions is not satisfying, the investigation will go on. Once, all the elements needed are gathered, the executive team may meet.
The executive team takes the decision
This team is commissioned by Peuples Solidaires to enliven Réseau, to decide on interventions and on their modes. The team is made of 5 to 8 people, co-opted for their competence, among the members of the organisations of support, located in the region of Rennes. The team gives its advice on the reasonableness of the operation, examines the project of (a) circular presented by the secretariat and agrees on a " target " (whom do we write to ? ).
The volunteers work
Then, the secretariat has to type, to print and to send the final version of the circular. Twelve to fifteen hundred copies to fold, to send under cover, to ticket, it represents, in average, fifteen hours of work, task easily accomplished by a team of volunteers.
The whole process described above, is completed as quickly as possible. If the preliminary investigation is not too complicated, no more than 8 days are needed, in average, between the reception of a demand of intervention and the sending of the circulars.
